ECONOMIC DEVELOPMENT ADMINISTRATION (EDA)

EDAThe Economic Development Administration (EDA) is a funding program that assist public and public non-profit organizations with funding for community and economic development.  Projects that can be funded include planning, economic studies, education, health care, alternative energy and infrastructure primarily related to the support of economic development. Examples of such projects are water and sewer improvements, industrial parks, multi-tenant facilities and industrial access roads.

EDA Projects must comply with the Region’s Comprehensive Economic Development Strategy (CEDS)  The program is open to States, special units of state or local governments or public or private non-profit organizations.

Typical EDA Funding Timeline

  • Applications are accepted on-line through www.grants.gov.  Applications are accepted on a quarterly basis:
    • March – June – October – December (check www.grants.gov for exact due dates)
  • Present your project before the CEDS Committee at North Central.  Meetings are typically held in March, May, July, September and November (Subject to change)
  • Projects must comply with the Region’s Comprehensive Economic Development Strategy (CEDS)

Eligible Applicants

  • Private institutions of Higher Learning
  • Nonprofits that do not have a 501(c)(3) status with the IRS
  • State Governments
  • Native American Tribal governments (Federally Recognized)
  • County, City or Township Governments
  • Nonprofits having 501(c)(3) status with the IRS

EDA Investments in the Region

The North Central Pennsylvania Regional Planning & Development Commission, along with their many stakeholders have  successfully secured EDA funding over the past 30 years.

Examples of projects that have recently been complete included:

  • 2000 – Lafferty Hollow Industrial Park
    • Funding: $505,000 EDA; $200,000 ARC; $300,000 DCED and $425,775 Local Funds
    • Total Project: $1,430,775
  • 2001 – Beaver Meadow Industrial Park Access Road (Hoover Avenue)
    • Funding: $500,000 EDA; $200,000 ARC; $400,000 Local Funds
    • Total Project: $1,100,000
  • 2006 – Clearfield Fireman’s Northern Access Roadway
    • Funding: $772,200 EDA; $1,165,800 Clearfield Foundation
    • Total Project: $1,943,000
  • 2006 – Clearfield County Alliance Park
    • Funding: $1,000,000 EDA; $2,000,000 RACP; $1,000,000 Local Funds
    • Total Project: $4,000,000
  • 2010 – Bradford Regional Airport Multi-Tenant Center
    • Funding: $800,000 EDA; $900,000 PennDOT; $500,000 Local Bank Loan; $50,ooo Bradford Airport
    • Total Project: $2,450,000
  • 2012 – Jefferson County Business Park
    • Funding: $297,850 EDA; $250,000 DCED; $69,000 Local Funds
    • Total Project: $616,850
